Job Description
How will you contribute to the fight for an AIDS-free generation?
The Technical Officer, Clinical Service Improvement and Science (TO-CSIS) will operate within the Program Department under the guidance of the Director of Public Health Evaluation. The role aims to further the Foundation’s objectives of enhancing clinical service quality to improve prevention, care, and treatment for women, children, and families living with HIV, with the ultimate goal of eliminating pediatric HIV.
The TO-CSIS will be responsible for developing evaluation concept notes, designing and implementing improvement science concept notes, and creating implementation science protocols. This role involves close collaboration with the Technical Services and Strategic Information & Evaluation teams in Cameroon, as well as with headquarters technical staff, to design and conduct research aligned with EGPAF's programmatic and technical priorities. Under the supervision of the Director of Public Health Evaluation, the TO-CSIS will support capacity building by supervising, training, and mentoring clinical staff at the facility level and junior evaluation staff. The officer will also maintain regular communication with local and US-based investigators regarding progress on evaluation concept notes and research studies as applicable.

Key Responsibilities and Accountabilities
• Develop evaluation protocols to measure key outcomes of EGPAF’s HIV prevention, care, and treatment programs in Cameroon.
• Draft and revise data collection tools, SOPs, and other study-related documents, and coordinate the initial and periodic review of all study tools and SOPs.
• Coordinate and manage program evaluations and assessments according to approved protocols, including overseeing and directly supervising evaluation study staff training, data collection, data cleaning, data storage, and the implementation of relevant SOPs.
• Liaise with relevant District Technical Advisors (DTAs) and other EGPAF staff at evaluation sites to ensure successful evaluation implementation. Additionally, develop and sustain partnerships and networks with other district and health facility managers in EGPAF evaluation study districts/sites to facilitate smooth project implementation.
• Establish and maintain regular communication and collaboration with local and international researchers, the Cameroon Ministry of Health, and sponsoring institutions to provide timely updates to all relevant stakeholders.
• Periodically conduct internal monitoring and auditing of evaluation study documentation to ensure data collectors comply with the evaluation protocol, SOPs, and regulatory requirements, and provide appropriate recommendations on the evaluation status to the Director of Public Health Evaluations.
• Participate in capacity building by mentoring and teaching junior staff on key evaluation aspects, including developing staff skills in writing research protocols, abstracts, and manuscripts for publication.
• Review, analyze, interpret evaluation data, and disseminate findings through publications in international journals and abstract presentations at national and international scientific meetings, in line with EGPAF policies and donor requirements.
• Perform any other duties assigned by the Director of Public Health Evaluations.
Qualifications
Required Qualifications
• Doctorate degree in Medicine, Pharmacy, Dentistry, or any other equivalent field.
• Master’s degree in Public Health or Epidemiology.
• Minimum three years of experience in research implementation, public health evaluation, HIV clinical service improvement, or implementation sciences.
• Publication of at least one manuscript as first author in a scientific journal will be highly appreciated.
• An abstract accepted as first author and presented at an international conference is an asset.
Knowledge, Skills, and Abilities
• Ability to manage multiple tasks and projects while working as part of a team.
• Computer competency, including proficiency in Microsoft Word, Excel, and PowerPoint.
• Excellent scientific writing skills.
• Excellent communication skills.
